Control Panel/Personalization
PolicySettingComment
Force a specific background and accent colorEnabledThis does not actually set the color in Windows 10 (it only works on Windows 8.1). However, when it is set, the user cannot change the color. For an existing profile the currently selected color is used. For a new profile it uses the Windows default (a light blue). It also disables "Automatically pick an accent color from my background", which would randomly pick ugly colors like orange which was driving me crazy and is the reason why I have it set.
Start background color:#1E90FF
Accent color:#1E90FF
